Initial Look at Legislation

California state legislators don't know when to say "stop" when it comes to lawmaking. Every year, there are discussions of limiting the number of bills that can be introduced, but you would never guess there were limits this year, as a whopping 2,200+ bills have been introduced.
What is more interesting, is 30% of the introduced bills are "spot" bills, which are simply placeholders until legislators negotiate, finalize, and introduce amendments. This practice is becoming commonplace, and it makes it more difficult to determine the actual intent of the legislation, the legislator, and the special interest behind the bill.
